Anyone can create (great) content by posting to existing threads, and creating new threads. The more content, the more likely things will show up in searches. It used to be that SEO was very useful too, but I understand that is fading now.
Do you mean sub forums? People are free to create threads on those subjects

subthreads are normally not implemented until the user base grows enough that it wants more organised content.
What i am picturing is probably nor possible on this current nexopia layout

Those are generally created on an as needed basis. It's actually bad practice to create a bunch of subforums, greatly complicating the forum structure, beforehand, in the hopes that people will begin filling them all with threads. Many users (in general not just here) will simply post in the first forum remotely applicable without bothering to explore to find the best forum for their thread.
